It doesn't really mean "fate" or "destiny".....
Let's put it this way:
"mandate of heaven" = heaven's will = approx fate or destiny (although fate and destiny do not feel as if they are God's will as much as "madate of heaven" and "heaven's will" do)
- heaven in Chinese religion refers more to the God/s and celestial beings so it can refer to the place where they reside, or the group of beings who reside in heaven
"tentei" = God, Creator, Heavenly King
- Chinese religion/legend? has it that there is one who rules the celestial court (i.e. heaven)
- This being is the Tentei, or the emperor of the celestial court. He rules all the other Gods/immortals/deities much like how mortal Emperor/Kings rule their court
- The 12kokki Tentei should also be referring to a similar being
- To draw a parallel, perhaps it is ok to say that Tentei is a rough equivalent of Zeus?
In the novels about Taiki's return to the 12 kingdoms, there were sections where Risai, Yuoko and Rokuta all pondered about the existence and the actual "form" of the Tentei, the heavens and the immortals.

I would say both yes and no.
Yes, Tentei is a real god because the kanji used for it is an actual phrase/name used in Chinese religion/legend
No, Tentei is made up for the 12 kingdoms because the word "Tentei" essentially means "God". It is just the Chinese-style reference to God. Chinese-style does not mean it IS referring to the same thing....
