A good bit. Mostly character development through inner monologue. Most of the plot points are pretty much the same though.

Buy it to show your support for the author regardless. Hard Bound. Shower them with money.

Sure, if by information you mean mostly minor details. It's more to get in their heads than anything else.

Well, as one minor point, there is a good bit more elaboration between Shoryu and the various ministers about the potential for a war before Shoryu embarks on his little infiltration game.

I don't particularly feel like refinding that particular scene, but here is another one with the ministers.
From the Tokyo Pop Translation, a few paragraphs:
The three others in the chamber - Shoryu, Shuko, and Itan - stared at Seisho.
"The taiho is nowhere to be found, and none know where he has gone."
"Now that's unfortunate. To lose him now after he managed not to get killed by the Owl King - pity."
"Your majesty!" Shuko exclaimed, turning to face the king. "You should not joke about such matters."
"All I'm saying is that Rokuta should choose his friends a little more carefully. I can't have our guardsman getting killed every time the boy goes out on a picnic."
"Your majesty!"
"Leave the idiot be," Itan scoffed, his face livid with rage. He turned to Seisho. "What did he say his friend's name was - the one who sent a message yesterday? Koya, was it?"
"Thats what I've heard. And the watch at the Pheasant Gate confirms they met. This Koya and the Taiho left the palace together, wtih Ekishin as escort."
"Yet Ekishin was killed. Where?"
"Outside the gates of Kankyu. And not by a man - his body had been partially devoured. I suspect a demon or fey-beast. There have been reports from others, too, that people in Kankyu saw a skydog near the city this evening."
"But none saw the taiho?"
"None."
"Then he was taken. And whats this of a demon? No demon has been near Kankyu for some time."
"Yes - and there was another thing. I do not know if this is connected, but there was report of a missing child today."
"A child?"
"Yes, an infant girl, born just this spring. The mother took her eyes off the child for only a moment, and she vanished."
"A strange tale indeed. Yet could it have anything to do with our taiho's disappearance?" Shuko lowered his voice. "I hope the taiho is unharmed."
"That little wretch is not one to die easily," the king muttered from where he sat near the window.
The others turned to look at him.
"Are you not concerned in the least?" Itan shouted. "The palace guards have no idea where he is! Your advisor!"
"I fail to see how my concerned would help anything."
"What? This is the last-"
"Seisho has men looking for him, yes?" The king interrupted.
Seisho nodded.
"Then there's nothing else we can do. He either will be found somewhere or will return home of his own accord."
"Shoryu!"
"Or someone will bring him to us with a demand."
Itan blinked.

I thought Big-O never actually got it's new season... just that the first season got finished.
