Pure Speculation: Romance?

After ep. 40, I thought there was some tangible chemistry between Shoukei and Kantai. The physical, genetic and cultural contrast between them is very great--but that makes it kind of charming. BTW, Kantai's manform is pretty sexy, and his animal form is, how to say, overbearing yet adorable.
I hesitate to speculate on Youko, because after the first DVD volume, in which she showed some romantic interest in Asano, she has really adapted a masculine persona, e.g., insisting on dressing in man's clothes to greet the Emperor of En and on her rustic exursions; the way she clasps her hands in greeting is also a masculine gesture. Umm. Maybe pairing her with Shoukei isn't such a far fetched idea afterall.
Still, if I were to match-make, I'd pair her with Koukan of Baku Province. Not only has he proven himself to be a useful and powerful ally, but he seems to have a nice personality as well. Remember how he nodded and smiled during her first throne speech? Yoko/Rakushun is THE WAY!

Im a newbie here!
I have yet to even watch 12k half thru!
However, I still could sense some subtle but very good hints of the possibilty of a Yoko/Rakushun pairing!
They have just got to be the the most obvious hints with a little sexual tension. ( Hehe! though that might just be my wishful thinking

The website: http://sekaiseifuku.net/12k.html (Kirin Care for Beginners)is all about ruler/kirin romance. So, I think that there's a possibility for Youko and Keiki relationship. There are also stories about Rokuta and Shouryu on fanfiction.net. Of course, there are stories about Taiki and Tai-ou. I also think that Shoukei would either choose Kantai or Rakushun and Suzu would most likely end up with Sekki.
Romance.
There are two good reasons why I can't see a romance developing between Youko and Keiki. Firstly, he has the personality of a lump of wood. Hanging around him looks to about as much fun as watching paint dry. He's pretty, but Youko isn't that shallow. Secondly, the previous Empress caused a disaster due to falling in love with him. Regardless of whether it was her later actions that were the fault, falling for him would be politically BAD because it would remind them of that.

Count me as another rare fan of Youko/En-ou, even though it will never happen, I find the very adversity of the pairing attractive. Imagining everything they would have to go through to be together--and then realizing they should have stuck to their better judgement and ceasing relations--is something the secret fangirl in me wants to see. There's nothing better than an old-fashioned tragic romance. 
First off, I think by their very natures, kirin must love whomever they choose as ruler. That's pretty much how the ruler is revealed to them. And since Keiki is the one who explains that, I think it's safe to say that it must at the very least apply to him. That would mean that Keiki does in fact love Youko. He just doesn't show it very well because, as Jinx999 so aptly put it, he "has the personality of a lump of wood."
Whether Youko loves Keiki is actually harder to tell. She certainly gets frustrated and aggravated with him a lot, but that's mostly because he seems impossibly difficult to please. (Again, I think most of this is just more of his difficulty in expressing himself. I think he's more pleased with her than she can tell.) It comes down to deciding whether the reason she cares so much about pleasing him is just for validation of how she's doing as Empress, or whether there's something more personal there as well. I think at the very least, she comes to care for him a great deal, and there certainly could be something romantic there too.
Although I think Youko and Rakshun could make a good couple, I don't get the impression that that's occured to Youko. She seems to regard Rakshun as her best friend, but without a romantic aspect to it. It may have occured to Rakshun that they would make a good couple, but I can't quite see him bringing up the idea with her, so I doubt it will go anywhere.
I think Shouryuu and Youko make a good couple to the extent that they ever could be a couple. Their positions as sovereigns of different countries limit their possibilities in some ways: They could never live together, and their responsibilities will keep them apart most of the time. On the other hand, their positions also put them in a position of each being the only one who can truly understand what the other has to deal with. Also, sovereigns of other countries are the only people a sovereign can really deal with as an equal, which I think both Shouryuu and Youko want to be able to do.
I also think Shouryuu shows some clear signs of being attracted to Youko. For one thing, considering how long it must take to keep traveling back and forth between their kingdoms, he seems to visit her more than his position as a neighboring monarch requires. Again, it's hard to tell what Youko herself thinks of it. The main problem with figuring her out is that during the period the anime covers, she's still too busy and preoccupied with getting her kingdom and reign sorted out to have time to give much thought to romantic involvements. She's likely to have a long reign, though, and once things start to settle down a little, she might well develop an attraction towards the king of En. Their relationship would be a long term one, but not continuous - limited by necessity to occasional visits. The sort where they might be close friends or lovers, but then go several decades or even a century or more without seeing each other, and then get together again and pick up where they left off. While there could certainly be a romantic or physical aspect to their relationship, I don't think it would ever become the focus of their relationship. They'd be the sort of couple who are primarily friends, with any romantic aspect of their relationship staying casual. I don't think it would interfere with either of them having other romantic involvements.

What you described above is actually what I would be interested in seeing in fanfic if anyone ever wanted to write it. I have no dillusional aspirations about this pairing, I think it would be the challenge that a fanfic writer would take up in trying to illustrate the story is what would make it interesting. Personally, I think that Rakushun would be most likely to end up with Youko. 1, Because, just as many have said, they do get along really together. She's never had heated words with him as she has with Keiki.
THose two are very patient and work driven so they'd understand that they can't spend every waking moment with each other. And there are alot of indications in the series. Including her crying with joy over the fact that she chose not to kill him, her blushing at the sight of him in human form and the fact that she's openly affactionate towards him. ^-^
En Ou is not desirable choice for Youko even if she was attracted to him. Because he is a King, a relationship between those two would be difficult to say the least. Their politics though similar would probably conflict and I think their Kirin's would have a particularly hard time digesting their rulers unorthodox union. THough I get the impression that the heavens don't really care what you do so long as you remain just.
En Ou strikes me as a loner- I mean yeah he visits the brothels and he probably has had women he's cared about but for him, I think getting involved with someone would be more of a hassle for him than anything else.
Alot of people seem to pair Suzu and Sekki together but for some reason , I think Suzu and Koushou are a better match. I think Sekki's a little too intense for her. Koushou's...well it's hard to explain. Koushou is Koushou. He's kind of a gentle brute. I feel he'd be a very loving husband. They'd probably have a really good life together. Whether he would end up in the palace working as maybe an inner guard, or else the two of them living the common life in a village somewhere. Either way they would be happy.
As for Shoukei... I guess Kantai. THey get along well enough. But I also feel that her and Rakushun would go together fairly nicely if he didn't end up with Youko. Although my guess would be that he'd love her but still have a complex of sorts un resolved feelings towards Youko that he never really allows himself to think about-I've been considering them as a pair quite a bit. That and I think I'm too much of a SekiRaka fan, Oi...

Shouryuu's main political problems appear to be the turmoil in the surrounding countries and the resulting refugees. His own country appears to be stable and probably doesn't require much maintenace beyond checking for problems and watching out for corruption. Visiting Kei and trying to ensure that it becomes prosperous and peaceful is probably the most important thing he could do for En, except finding Taiki and Gyousou. I guess it shows that Kouya *really* liked Enki... and he liked Atsuyu even more, because of the physical contact. This sounds to me like prime breeding grounds for slashfics.

Youko, the school girl definitely liked Keiki. When she found out what happend to yo-o, she insisted to En-o she will end up like yo-o and therefore cannot be a queen. I thought this is a verbal confession she likes Keiki. Asano seems to dislike Keiki a lot, he may be jealous.
Youko the school girl likes Rukushun but I think they are very good friends. Rukushun saved her life. He is very nice.

I've always been a Keiki/Yuko fan because well I thought they were "together" when I looked on some of the sites before I bought it so I obviously thought that was what was happening in the anime and I kept to it tradtionally throughout. The only things I can add is that people at the palace say that Keiki and Yuko are alike as they are both serious people and when Yuko is upset about being the queen and clasps onto Keiki like the other Queen who loved him did and he thought of that when she did but that just may be because she fails alot.
Also the girl (can't remember her name) the older sister of the two children who stayed with the old man Yuko learned from said he was a nice man when he came to see Yuko and Yuko smiled (I think it was them... >_<)
Also I don't know if it's because he's the taiho or whatever but he seems to do alot for her, like when he saved the little boy by carrying him and got ill himself.
What was that in one of the episodes where it talks about another king and his taiho being "weird" as to incline they liked each other.
I'll always like the bit where she goes to rescue him and he can't turn back because he'll be naked >_<

You know something, I would rather have Youko as she is now. Granted, both Shouryuu and Rakushun are both good candidates. They are all on equal grounds, but I just can't help to think that their relationships would change for the worst should it get any more serious. As Enho has said, marriage are more of economical and political arrangement than about love, since that is a notion in Wa.
Shoukei and Kantai definitely. They are a rather good pair don't, but I'm basing this on the anime itself.
I'm not sure who I want Suzu to be with though, since I like both Sekki and Koushou.

Historically, monarchs (except Prince Charles!) marry the person who can strengthen his position and prolong his reign. I think Yoko's choices would be her Taiho or Army General, both from Kei. Shouryuu would be a perfect match for Yoko if that is permitted. Otherwise, I share the believe that Yoko and Keiki is a pair.

I think he said something along the lines of that...it is definitely NOT exact since I'm working from memory (and getting a little mixed up between English trans. and fansubbed).
Youko was saying that Rangyoku was willing to marry to stay in that province and she felt that was really sad to have to give up love. Enho asked Youko as to why people married and such...then later replied by saying that people can just live together "illict intimacy" or something. Marriage is for kids, since you have to pray for them. Marriage was also used to leave bad areas. Divorce was also mentioned, so that the marriage itself was for survival reasons.

I wondered about same sex marriages as well. Would same sex marriages exist in the JK world? I'm inclined to think: no. So they probably would marry someone of the opposite gender until a child was born and then separate-then again, maybe not because then the child would be torn between living with the mother or the father. Perhaps Tentei takes all of that into account when deciding if a couple is worthy of having a child. . .

If we're looking at Tentei, then maybe on the same sex marriage. I don't know how far we want to look at JK world. When looking at our own, it is rather safe for me to say that some couples really should not have been parents, where as other couples are great. Also, I don't know if JK world has adoptions and such. The Rike is a type of orphange/mini-village, right? So, if there are orphans, there should be adoptions, right?
