well, clicking on the "downloads" link on the left menu (third from bottom as you mentioned), you can click on one of 6 pages of wallpapers. Clicking on one of the thumbnails opens a new window with the wallpaper scaled down. Just save that image in the popup window, because that's the actual wallpaper.
it should be ".html" at the end, not ".hm". might be AOL, i dont know. but here you go:

could someone post an alternate link to these, because the links on Konami site and http://www.12kingdoms.us/ are dead

Here's one that I made. It's simple, but I like the way it came out. Seems like there just aren't very many good 12K wallpapers out there. :S

AnimePaper.net has a few nice JK wallpapers. I really like this site because there are actually good wallpapers there. Some sites are just horrendous in their selection. D:
Nice shot. Part of the problem for me is the "relative" low-quality source for wallpapers. As far as video goes, it's not that bad if going off the DVDs, but I have monitors that have resolutions from 1680x1050 (my desktop) to 1920x1200 (my laptop) and are both 16/10 widescreens and the DVDs run at 640x480 (to maintain the 4/3 standard TV ratio, though you can do 720x554 if you don't want to lose horizontal resolution). Most attempts to try to scale it up just doesn't look sharp (unless you try to vectorize it by hand, which is not a simple process). I basically need (ok, really, want) a High-definition Bluray rip at 1080p (which provides an image at 1920x1080) for it to look good on my setups. This is why I started using screencaps from Makoto Shinkai's films recently, as I have Bluray discs of those. I have little hope of seeing The Twelve Kingdoms on Bluray (though if there's a continuation on BD, I'll be ordering that ASAP!).
That said, I could take 4 screenshots from The Twelve Kingdoms DVDs to combine into one screenshot; I'll have to look for a suitable pattern to fill in the gaps between the pics and visuallizing something like have the Japanese Kanji title run vertically and the English title run horizontally. Might be something I try out later for a very-high resolution wallpaper.
