Ok I think Shoukei is irritating but hey she has her reasons.
For one thing she was so overprotected and isolated in the palace of Hou. She probably never saw what went on outside of the castle. This is what Gekkei said in one of the eps saying she was the epitoime of her fathers ideal for a lawful and orderly society in his opinion that is. She probably didn't see the sentencing her father did to the people of Hou.
So shes this innocent forever 13 year old girl for over 30 years till she see Gekkei killing her Mom and Hourin and her dad's head rolling over the floor. But she was expecting to be killed but she wasn't. Also Gekkei said he wanted her to suffer and see the fate of the people but he didn't tell her his real intention was probably to make her grow up and see the world as it is.
Hey I think anyone would go mad at this. And probably turn revengeful and blame everyone else they can for their problems. Don't cha think?
Shoukei's seiyuu did Quon's voice in RahXephon too...

Quon's voice is so soft and Shoukei's just out there... and looney at times...
We still don't really know what happened to Asano-kun before Suzu came across him...
but that aside.. he's a bit on the loony side, yes..
he seems to have some humanity still in him, though. it shows every now and then. :\
on another note... Asano thinks that people are after him too.

they all seem.. obsessed, really.
Suzu is adamantly believing that Youko is her friend and will save her..
Shoukei believes that Youko is the reason she's no longer a princess, that she leads the life she herself was supposed to live.
Asano-kun I already mentioned..
Sugimoto, heh... she believed that this was HER world, and there'd been a case of mistaken identity. and that killing youko would prove that, (not really, but anyway).
... but well... I've seen up till ep 29.. and I can kinda see the strings starting to get taunt, and draggin the characters to the center. :\
I find that episode 30 Shonshu is alot less irritating. She is learning of how people live from Rakshun whether she choses to listen to him or not is another story.
But really Youko needs to learn about her kingdom very fast or else she might cause Keiki to have Shitshudo. Though its really hard on her anyway.
Youko will do fine. She's had a chance to step back and examine the situation instead of diving into some foolhardy plan every time someone asked her for a decision earlier. I assume the shitsudou will wait at least until she has a chance to make some really bad decisions.
On the other hand, can she keep her hands out of Asano's business when she finds out? Either way, I hope it doesn't shake her new confidence too deeply, or we won't have time left in the series for kicking all her horrible ministers in the butt. Individually. At length. *punt*
I don't think there's any risk of shitsudou as long as she is honestly tryingto help her kingdom. By what I understand the sickness doesn't come from failure, it comes from the Emperor loosing the qualities that make for a meikun. As long as (in Tentei's judgement) Yoko possesses those qualities, he will not strike Keiki with the shitsudou.

Remember that the emperor of Hou also "honestly" tried to make his country better. I don't think good intention prevents shitsudo.
Anyone ever watched that episode of the simpson where Ned goes berserk when the townspeople tried to rebuild his house? I think he said it best about good intentions right there. ^__^

As we learn in episode 29, the population (of Kei with an emperor) can manage by themselves. Not great, but okay. So the emperor doesn't have to go to huge lengths to have a "successful" country. A poor emperor can do more harm than good with poor policies. Even neglect is not necessarily a problem so long as the minsters are okay.
Shitsudou seems like an extreme warning - almost no Kirin (and hence emperors) survive. A last chance warning basically. The examples of emperors we've seen with Kirin suffering from Shitsudou didn't give a damn about their own countrymen dying, and cared more for their own personal viewpoints. Even if they had good intentions, they were clearly rotten.
Youko clearly does not fit into this category of emperors - she doesn't like anyone dying (though is unfazed with killing youma to prevent this). She does have good intentions, but she recognises that her knowledge isn't good enough to prevent her from making poor policy choices. To me, Youko is clearly heading down the long path to a Meikun.
So I don't see any chance for a while that Keiki will get Shitsudou. If Youko started killing people for no good reason (rage over Asano/Seishuu for example) or started neglecting the country for a long period, then there's a chance. So far she's only been out of the palace for a few days (I think).
Ok here is my own small ducky analysis (be carefull ducks have small brains)
There is a basic upkeep to being emperror telling the advisors what to do and all. However if not much effort (or skill) is being put into in the country will sort of hover in a middle ground nither growing nor decaying controled by the ministers. Sort of like playing a video game (RTS) and leaving it to the comp to play. The Comp will not lose but it will not be able to win either it will just sit there in equilibriam.
Youko right now is letting the ministers run the country while she gets some advice form people that give explinations. (Drat you Keiki and ministers this would not be so bad if you bothered to EXPLAIN something once in a while)
I do not think this is a GOOD think but i do not think it is a bad thing either. Remember Yo-ou did not start collapsing till she starting kicking woman out of the palace.
