Well here are my own comments on this episode :
1 : About shokou, i think he surrender too easily, i wean, learning that his adversary is the empress, since he intended to assassinate her from the beginning, why drop his weapon ?
2 : About Suzu freeing asano, why the hell was she allowed to do that by the guards ? I don't think she has that sort of authority among the rebells, she just recently joined them.
Shoukou gives up because he's been proven wrong. He thought that the logic of the world was messed up - Tentei choosing Youko (a Kaikyaku) as empress couldn't possibly be right, and since he wasn't getting "divine retribution" for committing all those attrocities, obviously the heavens weren't keeping watch over the world.
Youko, the empress, turning up to punish him proves (to him) that he was wrong - she can make a good empress despite being a Kaikyaku, and the heavens are watching him after all (because their "messenger" - the empress, is here to punish him). I suggest watching the scene again...
With regards to Suzu, despite just joining, lots of people know her due to Seishuu getting run over etc. She went on a mission to buy weapons - that wouldn't get handed to any old person.
