There has been a few older discussions about this, like this one.

There's the "Green Pillars" building that you have mentioned. I do remember either the owner or Taki specifically say "if you work at an inn with green pillars, you're selling your body".

You have Shoyruu (The King of En) running around to brothels (I believe they specifically call one building that in the anime, but I'm not fully sure of that).

You also have Rakushun's discomfort when asked by Youko to bath with him.

It does seems that sexual activity is possible in the Twelve Kingdoms world, though it is purely limited for recreation, not reproductive purposes. As such, Tentei was said to have recreated the world, it would seem likely that that intercourse was originally used for reproduction before this. If not, why have separate genders when creating the world anew?
