Here's what I gathered from the novels (similar to some posts):
- Kirins matured when they matured (nobody knows when and how, and it's different for every kirin), and this has got nothing or little to do with choosing their emperor
- They can choose an emperor when they are 6 six years old ...

I would side with this opinion: Tentei judges every living person of a particular country at that particular time (Tentei doesnt know what will happen to that person's character later on) and chooses the best person to be the emperor. From what I've heard and read, they will be releasing all seven novels in the series published by Kodansha, and they will be releasing them in the same order as they were originally published. I don't see the point in their having licensed all seven, but only releasing a few. If they did do that ...
